It was used because of historic antecedents in a more formal age. Sweeping
generalisation: people tend to assume that forms that have been in use for a
long time must be working well. Sadly, this is rarely the case.

And yes - there is no topic in forms that is too boring for me to have
written an article on it.

I may have failed to write columns on plenty of interesting forms topics,
but I've sure nailed those really, really boring ones :-) Or perhaps not:
challenge me, and keep me in column ideas for the rest of the year!

P.S. If you can't be bothered to read the article, and I don't blame you, it
pretty much says: it doesn't really matter, be consistent, sentence case has
a slight legibility advantage.
