It has robust facial features, ability to 3d rotate and pose the person, background scenes, props, etc. I had suggested to our internal team to use it for storyboards and it got some good internal reviews. Also, heard great things about Comic Life by plasq. It is mainly for mac, but there is a windows version here: http://plasq.com/comiclife-win In addition to balloon thoughts, it has a great tool you can use with real images that applies a filter to make it look comic like if you wish.
