I don't think the # of organizations matter. Or at least (and this is not a shot) they don't matter if the organizations themselves create open models of membership. If "membership" is your issue, then please talk to the other organizations where you feel at home and discuss with them that model to make it more open.
If you had an umbrella with a bunch of sigs you'd just end up with ACM where SIGGRAPH and SIGCHI never talk (for the most part). And why in this year of years when we are so wound up about UX, that there is not a single mention of DUX yet. (it happens every other year on odd #'ed years, no?) Organizations don't need an artificial umbrella to work together. IAI and IxDA had matching sponsorships this year as an example of that. Its like saying that OxFAM and the Red Cross need an umbrella to decide to work together. Of course not.
