I think what you are talking about is a background page.  You set your 
background page to have the elements on it that you want in every subsequent 
page in your Visio file.  The background pages won't print unless you 
specifically require them to, and will save you tons of time in the development 
of your documentation.

If you want to use that same background page in multiple Visio files then you 
could use it as a template file to start each of your documents with.
