In some hospitals the work week starts on Sunday, as well as in retail. I think they left the calender with the week starting on Sunday to mimic the regular calendar most people use. The Only time I have ever seen a calendar where Monday started the week and Sunday ended it, was when I saw a Seventh day Adventist's calendar.
I guess it might have been the case of, if it is not broken, why fix it. Majority of people are use to having Sunday start the week.
