It's sometimes referred to as a "lightbox", if that helps your search at all. It seems to have been made popular by an implementor named Lokesh Dhakar in November 2008. I wouldn't say it's a standard as much as it is in vogue, useful, and aesthetically pleasing. It's often attributed as one of the hallmarks of what the Web 2.0 movement is about or looks like.
