Personas are supposed to come out of your data and not the other way
around. 
You observe users in their context, you conduct some interviews if
need it, your talk to all the stakeholders, and then you are in a
position to really understand your user goals and needs and build and
archetype that you can call persona. There are not short cuts here,
user centered design is about user centered problems. How can you
brainstorm issues and problems without user research?
