Just between you and me...

My advice is to focus on poaching from other companies.  When there
are a lot of layoffs it is the senior people that /tend/ to get
retained.  If your recruiters are going after people that are looking
for work, they're not hitting the cream of the crop.  I'm not saying
that only incompetent people are unemployed right now, a lot of them
are junior people that are at the top of their game; but you said you
were looking for senior people.

The market has narrowed your search for you; sadly it has done this by
positioning them, gainfully employed, at companies in your area.

My suggestion: Go to LISA, find the people that are employed and live
in your area, and explain to them why the opportunities are so much
better at your company.  Talk to people that say they aren't looking.
Some of them just haven't considering the idea of moving, others have
and just aren't admitting it.  They'll say they aren't interested, but
visit back with them 2-3 times during the conference; people are slow
to warm up to the idea.  Get their email/phone # and talk with them
after the conference.  Don't take no for an answer.

It is sort of like dating.    The first "no" means, "wow, I didn't
even know I was on the market".  The second "no" means, "I'm thinking
about it".   Not to sound like a stalker, but persistance wins.

Where is your company located?  What industries are in the area?
Maybe you are in Insurance and they are in Manufacturing; they love
their job but are a bit bored and a move to Insurance would be the
kind of excitement they hadn't thought of before.
