Oh yes.  And if you can establish a solid and respected peer review
system, doing so will not only increase the quality of publications, 
it will provide a strong incentive for authors to publish through LOPSA 
rather than alone.   Authors of technical books nearly always
do it primarily for the credibility rather than for the money, so 
anything you can do to increase credibility is valuable to the author.
