What do you consider custom monitoring?

Using net snmp extend I exposed application state to OpenNMS.  It also
supports nagios plugins, but I haven't tried them.  You can monitor
jmx and do simple http transactions without the plugins.

I mention it because I think it hits everything else on your list
except for the pony:
 * ticket system integration
 * dashboards
 * rest api
 * monitoring and metrics
 * notification escalation


As long as you size your IO requirements properly, 1000 hosts
shouldn't be a problem.
