History and migration paths? Folks who used to do that, and then started using a password manager which integrates into their browser? So the password manager learns the passwords in use, and can later be queried to find which sites use a given compromised password, and *at that time* the user will find themselves more willing than normal to accept the principle that sites should have unique passwords and be willing to go along with it.
