Maybe talk to Akamai?  See how they test things?  If you're using their 
services, maybe they have a solution?

I don't know that you're going to find a way to get infra in each state and 
major region, especially if you want something to be different in Hoboken NJ vs 
Manhattan…

and if you're zip code specific, you're even worse off.


Not quite what you were looking for, but it's pretty much the worst possible 
case...
