I used Knowledge Tree for a while, and really liked it. I've asked them on twitter if they still offer a document management resource and they now offer a SaaS-only service, apparently.
Like Alan, I used to use a wiki when developing the documents, but wikis break down when it comes time to release numbered versions. They're great at tracking changes, but they're not great at publishing the resulting things that you release.
