To clarify the non-negotiable requirements:

-I would like to find someone to fix and/or rebuild  Mom's PC. That's the
job.

-Mom does not drive and  does not understand all the steps of
disconnecting/reconnecting a PC and getting it back on the internet.
Someone needs to go on-site.
 If the PC needs to take a trip to the store, that's part of the job.

-I am NOT going to involve myself in this,  beyond finding a local
resource.
Long distance phone support + family + lack of common terminology + FUD +
unix person lacking Windows expertise =  does not work for us.

Mom is 84 and still very sharp, but computers are not her strong point. She
has been using PC's for 30 years, although my late father  used to do the
heavy lifting.  Her first PC was a Compaq I, the luggable with two 5"
floppies. It's too late for her to switch and learn all new software. She's
having enough trouble with Windows 7.  And the software she's been using
for 30 years is  Word Perfect.  There's no easy path out of that. She also
uses Thunderbird and Cluemail, and hates Gmail with a passion (because of
the targeted ads and privacy concerns)  .
And there's also a layer of stress and anxiety that would be best soothed
by a confident professional.

Thank you for the alternate suggestions, but it should be possible to find
a PC tech in Philadelphia who can get Mom back online.
