You mean something like this (at startup, without retaining scheduling info across restarts): http://nagios.sourceforge.net/docs/3_0/configmain.html#max_service_check_spread You can also change the check interval during failure. Normally the interval during failure is less than normal, but there is nothing that says you can't make it larger.
