I'm not sure what you are asking about. It seems to me like you have a management problem. If management isn't able or willing to give your IT folks the respect they deserve then no job title will make your life better (unless you are looking for a new job).
How do you get management to give IT the respect it deserves? I don't know. Every time I've been in that situation I eventually gave up and moved to a new, less dysfunctional, company.
