If you do sufficient research toward the formation of the organization, you'll see that the requirements for financial transfer to other exempt organizations are the main reasons that LOPSA is chartered as a 501(c)3, as opposed to a 501(c)6 - USENIX (of which SAGE was a part) is a 501(c)3. Had LOPSA formed under a 501(c)6 and USENIX transferred resources (funds, members, etc), the taxable implications to USENIX would be very dire.
