Who in your organization makes the decision where to deploy software

I work for a school district and the technology department makes
recommendations to the technology leadership team on these sorts of
questions. We look carefully at the legal requirements, the use of the
tool, and the various options before choosing one.
Who do you think SHOULD be making that decision?
We have a good process that works.
What makes the organization decide *that* is the person/role who
should decide?
We tried other mechanisms, but ran into problems with various
stakeholders. The technology leadership team includes various
stakeholders from throughout the school district so we bet better buy in
and support for the choices made.
Why do you think they made that choice? Are those good reasons? Why,
or why not?
Yep - it is working for us. There are times when it slows down or halts
projects for a while which no one is happy with, but in the end it works
well for us.
If it were left up to you personally (and especially if it is), which
would you choose for backing up company data? Cloud or on-premises?
Depends on the organization. For a school district with the legal
requirements in WA State, I feel that we have to do it on-premise as no
cloud provider can meet the requirements in state law.
