I would suggest we use the CI account that has stream rights for the
publishing, so no new account. What you'll want to do is send the
helpdesk the following information:
* CI account name to gain publishing rights
* a relevant ${SILO} identifier
* short-name identifier for the ${HOST} portion
We'll then add the needed permissions to the account in Nexus. After
that, it will be mostly a matter of configuring your jobs to do
something like the log archiving that Thanh built out in [0] & [1]
