You should be able to create a controller project using maven archetype. Well
for beginners, it is easy to get lost in the available documentation, the ODL
major versions get released almost twice an year and there are many SR releases
too. Some of the documentation might be referring to old stuff and might not be
relevant.

For maven archetype use this one, you need to make sure the archetype version
is latest.
mvn archetype:generate -DarchetypeGroupId=org.opendaylight.controller
-DarchetypeArtifactId=opendaylight-startup-archetype
-DarchetypeRepository=https://nexus.opendaylight.org/content/repositories/public/

-DarchetypeCatalog=https://nexus.opendaylight.org/content/repositories/public/archetype-catalog.xml
 -DarchetypeVersion=1.2.0-SNAPSHOT

I made one couple of months back.
