One of the things the SoC summit brought out was that ideas should be detailed enough to be clear about "requirements" but not so detailed as to lay out "design". If you can provide requirements, and ask the students to provide design and work plan in their proposals, you will be able to separate the wheat from the chafe. If you are too detailed in your descriptions you won't be able to tell regurgitators from people who have seriously studies the problem and needs.
