The lists are a great idea!
I believe such lists should be archived, so it will be possible to
monitor posts on the web, if someone does not want to subscribe.

A solution that incorporates several of the requirements is to archive
an email list on gmane.org
So you end up with,
(on Osgeo)
1. a moderated or unmoderated list
---
(on Gmane)
2. Search tool
3. Archive
4. RSS
5. Newsfeed over nttp
6. Search engine cached results
For the purpose of this idea opt out of the ability to post from gmane.
