The TP.org looks very promising to me.

support/suggest", but rather whether or not it is practical
for OSGeo to support 'a single file format' for translations
(e.g. the "GNU GetText file formats").

Yes, this is the first question to answer.
I believe there are tools that help to convert GNU gettext source
files to other formats like docbook, etc.
