I don't think such an open source project exists, at least not under the LGPL. A couple of other projects you could check out are gvSIG and the IGeoDesktop from the deegree Project. However, I think you are going to find a tough time doing better than the rendering code in Geotools. Why not contact the Geotools developers and ask about funding and/or assisting the development of the improvements you need to their rendering system?
