I haven't been following this thread closely, so my apologies if my suggestion has already been stated.
Back in the mid-90s the USFS & BLM conducted a multi-year study called "Project 615" of the various GIS packages available. I would think that their work would make a good basis and would provide some inspiration as to how the various GIS systems could be compared in a fair manner.
