I found the Autotrace program (http://autotrace.sourceforge.net/),
but it seems to be a little more limited, and not geared to the GIS
user. Vextractor allows you to georeference your tracing output and
supports export of the traced vectors to SHP and DXF.

I see that some folks are working on some OTB plugins for QGIS
that will either do this or be great examples of how to go about this
in Python
I believe most of this work is making it back into OTB
