Also check out http://www.fgdc.gov/metadata/iso-metadata-editor-review. It also depends on what your metadata requirements are in terms of standards support. ISO 19139:2007 (or some profile of, such as North American Profile) is the metadata standard of choice for many SDI actitivites currently.
