D, Styled Layer Description (SLD), and XML standard for stylizing stuff. Lucky for you, I'm actually working on this at the moment . . . :c)

While this is using a static SLD, the real power comes into the equation when the user has a SLD editor at the their disposal to change the STYLE on the fly. This email is just to get you asking questions, there's a lot more to it behind the scenes.
