I think Doug would be an excellent choice. A definite +1. I worked with Doug off and on for many years when I was with NC State Government and he's always been a great collaborator and go-to person when an issue with open source GIS software or big data needs solving. He has worked on the NC GIS Conference Program committee for several events and has been an agent of change there too - helping to bring open source projects and software to the attention of the NC GIS community. Something that particular conference has not been known for until the last few years.
