I do agree with Arnulf on this: changing the rules in the middle of an
election and not considering thoroughly the implications of the change
is probably problematic.
I think we need first to search a bit deeper on what exactly this means,
e.g. do we prefer someone on the board that is voted by 8 people or
someone strongly supported by one person with 8 votes? Of course this is
an extreme case scenario but demonstrates in my view that at least some
more consideration is needed ...
(on the other hand, this does not imply in any way that the proposal is
somewhat wrong or something like that - it is more a matter of
preference of the community).

P.S.: I think that it is probably time to remove the FOSS4G 2012 banner
from the home page of OSGeo and maybe substitute it with the 2013 event?
