I'll second Dave's nomination. Besides the work Dave Bitner mentions, Dave has been a regular presenter at state GIS/LIS meetings on topics ranging from MapServer to Python. More recently he was one of the key technical resources in the launch of a new state-level geospatial data portal (gisdata.mn.gov) that uses CKAN, PostGIS, Python and other open source tools.
