It doesn't have any information about what was done. They might have uploaded stuff to download.osgeo.org, but maybe something completely different. Code contributions usually are done via a vcs (git, svn etc.) that is not hosted on download.osgeo.org either. I suppose the usual action on download.osgeo.org are uploads of packages, which are also only done by a small fraction of the contributors. > There are many charter members who contribute in other ways As said access to download.osgeo.org is not limited to charter members - so AFAICT there's no solid information about charter activity at all in the metric.
