FYI, I've successfully setup integration from my mail agent (Mutt) and all of the OSGeo trac instances using Cartman. Detail are here:

It's much easier to set such gateway locally than it would be to setup a mail-to-trac service on the OSGeo machines as it removes any need to implement an authentication method for incoming mails. Of course it's more work for users, who have to set things up themselves on each machine they read mails from, but it requires zero intervention from SAC.
