Review the system of emails sent on publishing, retracting, and rejecting.
That is, further develop the system of emails sent on workflow
transitions.
Reviewers should get notice of new content published, and when content has
been retracted/rejected by other reviewers.
Content producers should get notice when content has been
retracted/rejected by reviewers.
