#398: Create new "Featured" state for workflow

I tried to feature
http://demo.plumi.org/Members/andenator/videos/abstractor-home.mp4/ but it
didn't replace the top video. However the video did disappear from the
listing of videos on the front page though and in /latestvideos! That
shouldn't happen.
All the front page videos seem to be in "public draft" rather than the
"published" state now. They should remain in "published" state - the only
thing that should change is the new featured state.
Note that the video that has most recently be placed in the "featured"
state should be the one that is featured.
Note also that http://demo.plumi.org/featured-videos shows the video that
was featured under the old system rather then the new one.
Also can we do this in latest-v? Given the demo site is now borked it'd be
good to be testing this elsewhere first.
