#437: Remove language option in step 2 of upload form

This is producing some problems for us as the indonesian/english versions
of the site can be missing videos. Sometimes if people switch back to
english and they uploaded their video in indonesia they can't find their
video (it won't come up in their folder).
Suggest we make everything lanugage neutral by default for the moment
(whilst allowing translations) but that the first step is always language
neutral until we work out a better system.
Putting this up the top of 3.2, it's fairly urgent usability issue in
EngageMedia.org
