This step is no longer necessary. The manual should be updated.
Instead confirm that the videoserver settings are correct at /
@@transcode-controlpanel

In step 16 in the manual it says:

portal_properties/plumi_properties then set addresses for

For some reason I miss 'portal_properties/plumi_properties'.
