#519: Add images/files to workflow and make pending but not public on submission

EM has had trouble with manga fans using the site to host their content.
By adding images and files to the workflow we can see when the site is
being used in this way.
What would be great, though I'm not sure how difficult, would be to enable
this to be easily switched on or off.
