New description:
It might be good to get rid of a lot of the tab-bar actions such as add
item, change state, etc for certain views - these are not needed for basic
plumi functionality and can break things, so should be removed from the
interface for most users.
Let's start with removing the ability of ordinary Members to change the
folder view of any folder.
In fact, let's allow only Managers to access this folder-view option, as
it's hard to see why other users would need this function.
