New description:
A flash/AJAX upload progress bar for uploading videos in Step 3 of the
video publish form.

Comment:
As I haven't been able to test this yet, and we're getting close to our
final deadline, I am bumping this to 4.2 milestone. If it turns out that
its really close and you can still include it in the 4.1 release, feel
free, but if it will create any delays at all we would prefer to meet
deadlines than include this.
