Figured it out, it's the Great Firewall of China. I'd thought like you that it was some strange problem with our network, but it also didn't work at home.... However if I connect to the USA via OpenVPN,it works!
Congratulations guys you've been blocked by the Chinese government! Plumi now takes it's place alongside Amnesty International and Youtube. Sometimes I really hate living here...
