it's just a wild guess, but could this be the issue you're dealing with? If so, there is a proposed solution in the above link. We were hoping to avoid depending on github availability for the final release, but the released 2.2.1 version of collective.contentlicensing is missing some files which were causing the Plumi buildout to fail.
