Comment:
The plumi footer portlets are now dynamic. We present the navigation
portlet by default, but the managers have the freedom to select which
portlets appear on the footer. I propose that we implement the above
portlets on demo.plumi.org once we roll out 4.5 there, and not add extra
static portlets (that won't work for anyone outside demo.plumi) in the
skin.
