Plumi is based on Plone CMS which handles users/groups etc. So the behaviour you describe regarding the user is generated by Plone. As an admin, if you have assigned some permissions to a user, then delete that user, and when you register again this user you see the permissions being there, a simple solution would be to remove these permissions while the user exists, and then delete the user.
