The original intended audience for these chargers was third world recipients who have cell phones as their only connection to data or voice.
The original design was intended to be as idiot proof and input unspecific as possible. The third world has no problem making fire, but maintaining a boiler requires tools. It also requires (relatively) clean water that will not build up a layer of evaporated leftovers and inhibit thermal capacitance.
