As for automating turning it off, I assume that the temperature is set with a little lever. If so, we could mount a servo under it that knocks it to a higher temp setting at around 9:30 or so, then get sout of the way again. If the a/c is already off, nothing happens. No need to automatically turn it on as the servo would be out of the way in the morning for the next person to use the thermostat.
This would be a fun little into to electronics project someone could tackle at the next circuit night.
