Restart the server.  I found that after a fresh install, it wouldn't
find your playlists directory even after you specify it.  Restarting
the server solved the problem.  The software seems to only look for a
playlist directory when the server starts.  Since a new install
doesn't have it configured, it won't give you the option to use
playlists.

That's been my experience.
