Symptoms on my Mac have been even worse than a rescan just on iTunes startup. In addition to that a rescan seems to take place about once every 5 minutes if I have iTunes running.
Are you changing something in iTunes? The server will only rescan if the iTunes .xml file has been updated. And it also waits for 60 seconds to see if it's been updated again.
What seems to be needed is something that absolutely guarantees the rescan processing can't interrupt the broadcasting.
