I currently use Windows Media Player 10, which can convert to a specified mp3 rate when copying to a device. Unfortunately, I've started to use FLAC instead of high bitrate mp3's. I have found a codec to play FLACs in WMP, but it's not very stable. I haven't tried syncing FLAC to a portable device yet.
