the hierarchy is something that is flexible. It may be possible to eventually even filter contributor types (which as simple as a hierarchy config). The limiting factor, really, is the ability to pack all the configurations that every single user will want into some sort of simple interface. it is becoming increasingly clear that just about every single aspect at some point or another will face demands for a preference. I'm a big fan of lots of options (less automatic overrides!), but I started feeling the sense of clutter a long time ago.

You will probably see increasing talk of more and more config files (the chanting has already started), but this always has the downside of causing a lot of confusion for those who really desire simplicity, while at the same time demanding the 'perfect' set of defaults.

If this is an important issue for you, your best plan is to sign up at http://bugs.slimdevices.com and file an enhancement request. Pick the best possible categories from the lists and provide as much clear detail as you can. Others of like mind will then be able to easily find it and vote on it if it matters to them as well. Who knows, some third party with a penchant for a challenge may just whip up a patch.
